DBS&A's Decision Analysis Discipline Leader

As Project Manager for formulation of the City of Albuquerque's Water Resources Management Strategy, Mr. Michael Bitner, P.G., R.G., led a rigorous and formal decision analysis process to provide the basis to evaluate 32 water supply alternatives for long-term management of the City's water and wastewater utilities and to explain the decisions reached to stakeholders. Extensive public and stakeholder involvement efforts helped build a broad range of support for the City's Water Resources Management Strategy that has continued through implementation of the project.

Mr. Bitner also used decision analysis in completing several benchmark water supply plans for El Paso Water Utilities. Multiattribute utility analysis decision-making techniques were used to evaluate and prioritize available water resources alternatives and development options, taking into consideration environmental, technical, and implementation permitting issues.
