Stephen (Steve) J. Cullen, Ph.D., P.G., Principal Hydrogeologist, Senior Vice President, and Director of DBS&A’s California operations, has been elected to serve a three-year term as a Director on the Board of the American Ground Water Trust (AGWT). More than 150 million people in the United States rely on groundwater for their drinking water, and by the year 2050, there will be 100 million additional people living in America. The mission of the AGWT is to: communicate the environmental and economic value of groundwater, promote efficient and effective groundwater management, showcase groundwater science and technology solutions, increase citizen, community and decision-maker awareness, and facilitate stakeholder participation in water resource decisions.
According to Dr. Cullen, he is “...honored to serve on the AGWT Board. It’s a particularly exciting time to be involved in increasing general awareness of the groundwater resource at the national level. The recent drought in California has shown a spotlight on the importance of managing water resources in order to sustain the essential functions of society—supplying high quality drinking water, producing an adequate food supply, and protecting the environment.”
Dr. Cullen recently moderated the session, “After Sustainable Groundwater Management Act (SGMA): Challenges of Sustainably Managing Groundwater” at the Annual Conference co-hosted by the American Ground Water Trust (AGWT) and the Association of Ground Water Agencies (AGWA), in cooperation with Groundwater Resources Association of California (GRAC) and the California Groundwater Coalition (CGC), in Ontario, California.

About Dr. Cullen
Stephen (Steve) J. Cullen, PhD, Professional Geologist (PG), provides clients with hydrogeologic expertise on projects and legal matters ranging from water resources to agriculture to multiphase contaminant hydrogeology.
With over 40 years of experience, he has water resource expertise and experience in sustainable water resources planning and development, quantitative hydrogeologic investigations, water balance evaluation, and watershed studies. Dr. Cullen’s recent projects include developing water balances, safe yield estimates, and/or recharge estimates for watersheds and/or groundwater basins in Kern, Ventura, Inyo, San Bernardino, Orange, and Los Angeles counties.
His environmental expertise and experience involves evaluation and remedial cleanup of soil and groundwater impacted by a wide range of organic, inorganic, and radionuclide contaminants. Recently, he has provided clients with rigorous evaluation of indoor vapor intrusion by volatile organic compounds. Dr. Cullen has provided expert opinions and testimony in both state and federal court and before the California State Water Resources Control Board.
Dr. Cullen is a former faculty member at the University of California, Santa Barbara, and Montana State University. He has published articles in peer-reviewed journals, made presentations at numerous technical conferences, and provided training to the United Nations, the U.S. Environmental Protection Agency (EPA), U.S. Department of Defense (DOD) and U.S. Department of Energy (DOE), and many state and local government agencies. He has served on Expert Panels for the U.S. EPA and the U.S. DOE.
